2.1 Adoption of Minutes
FC17/040 Moved, seconded, and CARRIED THAT the minutes of the Finance Committee meeting held on Tuesday, April 4, 2017 be adopted.
4.1 2017-2021 Five Year Financial Plan Approval Report: Finance and Technology Department – Financial Services Division, dated April 7, 2017 / File: 05-1700-05
Staff gave a presentation on the 2017-2021 Financial Plan draft, including information on the proposed property tax rate, the blended tax rate, operating budget, capital budget, reserves funding, TransPort Moody Master Transportation Plan funding, and next steps.
FC17/041 Moved, seconded, and CARRIED THAT the five-year financial plan list the TransPort Moody Master Transportation Plan 1% levy as a separate line item beginning in 2018.
FC17/042 Moved, seconded, and DEFEATED THAT a separate line item be added to 2017 property tax notices to show the effect of the loss of the Burrard Thermal generating capacity grant at 3.77%. (Voting against: Councillors Dilworth and Lahti, and Mayor Clay)
FC17/043 Moved, seconded, and CARRIED THAT a notation be added to 2017 property tax notices to indicate that 3.77% of the 5.97% total tax increase is attributable to the loss of the Burrard Thermal generating capacity grant in 2017.
FC17/044 Moved, seconded, and CARRIED THAT staff be directed to prepare the 2017-2021 Financial Plan Bylaw and 2017 Tax Rates Bylaw for Council consideration as recommended in the report dated April 7, 2017 from Finance and Technology Department – Financial Services Division regarding 2017-2021 Five Year Financial Plan Approval.
4.2 Funding Source for Second Play Box Memo: Finance and Technology Department – Financial Services Division, dated April 12, 2017 / File: 05-1880-01
FC17/045 Moved, seconded, and CARRIED THAT the $1,500 cost for the Play Box concrete pad at Seaview Park be funded from Council Contingency.
4.3 Funding Source for Residential Chafer Beetle Coupon and Education Program Memo: Finance and Technology Department – Financial Services Division, dated April 12, 2017 / File: 05-1880-01
FC17/046 Moved, seconded, and CARRIED THAT the budget of $11,200 to fund the chafer beetle coupon program and an enhanced education program for chafer beetle control on residential lawns for 2017 and 2018 be funded from Council Contingency. (Voting against: Mayor Clay)
4.4 Election Funding Verbal Report: Councillor Meghan Lahti
The Committee discussed funding options for a potential by-election.
