Councillor Vagramov assumed the role of Presiding Member at this point.

2. Public Input

Sandi Siemens, Port Moody, spoke in support of item 6.4 and urged Council to immediately prohibit the outdoor burning of wood. Ms. Siemens noted that air pollution from wood smoke is detrimental to the health and well-being of all citizens, and can be especially frightening and even deadly to those who suffer from respiratory diseases. Ms. Siemens urged Council to join all other Lower Mainland municipalities in prohibiting the outdoor burning of wood.
Gerrit deWaal, Port Moody, urged Council to support the loco Festival and shared his personal experience of the history of the loco townsite, which began at the Port Moody Station Museum where he volunteered to digitize the Al Sholund collection of historical photographs. Mr. deWaal was inspired by the collection to make a documentary about the townsite in collaboration with Tri-Cities Community Television, and to develop a narrated trolley tour of the loco townsite, which has since become a popular element of the loco Festival, and which engages the public in celebrating the designated heritage site.
John Grasty, Port Moody, noted that the Greater Vancouver Home Builder's Association should be encouraged to consider raising industry standards through its membership.

Presentation: Jerome Bouvier and Jason Hanos, Board Member
Delegation Request: Jerome Bouvier, Executive Director / File: 01-0230-01

Jerome Bouvier, Executive Director, ACCESS Youth Outreach Services Society, gave an update on the Society's activities and progress, including the replacement of the outreach bus, a youth drama program, fundraising events, and a new service location in Coquitlam Centre staffed by two youth workers.
Mr. Bouvier noted that the Society has an open referral program, and has received referrals from schools, the Ministry of Children and Family Development, TransLink, the Royal Canadian Mounted Police, and the Port Moody Police Department. Mr. Bouvier answered questions from Council on the Society's current services and plans for the future.
Council thanked Mr. Bouvier for his presentation and for his service to the community.

3.2 Delegation - Port Moody Seniors Friendship Society, The Club
Presentation: Gerry Nuttall and Wayne Borthwick

Gerry Nuttall, President of the Port Moody Seniors Friendship Society, provided an update of the activities of the Society since the opening of The Club, a gathering place whose purpose is to provide a warm atmosphere where older adults can meet old friends and make new ones.
Mr. Nuttall gave an overview of the regular and special activities and meetings at The Club, including a knitting group, a ukulele club, cribbage tournaments, Christmas dinners, bridge tournaments, trivia nights, and a cafe that serves affordable meals and refreshments five days per week.
Mr. Nuttall noted that the more popular events have waitlists, and will likely have to be expanded to accommodate a greater number of participants in the future. Mr. Nuttall illustrated the significance that The Club plays in the lives of those who attend, and noted that The Club strives to combat loneliness and isolation among seniors in Port Moody by providing opportunities for seniors to stay active and connected to their community. Mr. Nuttall extended an open invitation to all to visit The Club and to participate in or sponsor the Links to Friendship Golf Tournament.
Mr. Nuttall thanked the City for its support of the Port Moody Seniors Friendship Society, and acknowledged the continued financial support from Metro Vancouver Housing and the Ann Kitching Endowment Fund.
Council congratulated Mr. Nuttall on the success of the initiative and thanked him for his service to the community.

3.3 Delegation - Greater Vancouver Home Builders
Presentation: Mark Sakai, Director of Government Relations

Mark Sakai, Director of Government Relations for the Greater Vancouver Home Builders' Association, introduced his organization and provided an overview of the organization's mandate and activities. Mr. Sakai provided an overview of the Housing Approvals Study, which examines municipal building approval processes in an effort to reduce unnecessary time and costs for the delivery of an efficient supply of affordable housing across Metro Vancouver.
Mr. Sakai noted that the third edition in the series specifically examines infill housing, which can be used to introduce a gentle densification to address housing affordability issues for young families.

Councillor Diana Dilworth declared a conflict of interest due to her involvement with hosting the Long Table Event and left the meeting at this point.


Presentation: Tabitha McLoughlin, Aaron Robinson, Kate Hoffard, and Jerri Evans
Delegation Request: Tabitha McLoughlin / File: 01-0230-01

Tabitha McLoughlin, Executive Director of the Coquitlam Farmers Market Society, introduced the mandate and activities of the Society, including hosting the Port Moody Winters Farmers' Market, the Community Gardens on St. Johns Street, and the Power of Produce club for children aged 4 to 12.
Ms. McLoughlin provided information on the Long Table Dinners hosted by the Society to raise funds for its initiatives, and requested that the City of Port Moody support the 2017 Long Table Dinner by allowing the Society to host the dinner on St. Johns Street as part of the 2017 Car Free Day.

6.1 Heritage Society loco Festival Grant Application

The following was moved and seconded at the May 23, 2017 Regular Council meeting prior to postponement of the item for consideration of revenue sources, breakdown of expenses, and an overview of event expansion:

THAT $8,540 be granted annually, funded from the Festival and Special Event Assistance Program, to the Port Moody Heritage Society for the loco Festival event as recommended in the report dated May 2, 2017 from Community Services Department - Cultural Services Division regarding Port Moody Heritage Society Special Event Assistance Application - loco Festival;
AND THAT the City enter into a three-year Event Assistance Agreement with the Port Moody Heritage Society.

Representatives from the Port Moody Heritage Society answered questions from Council on the proposed budget for the 2017 event, and on the plans for future festivals. It was noted that the in-kind support previously provided by the City has been valued at $2,000 and included in the funding request.

THAT the updated Sustainability Report Card be approved for use as part of the City's development application process for a one-year trial period as recommended in the report dated June 8, 2017 from Development Services DepartmentPlanning Division regarding Updated Sustainability Report Card for Development Applications;
AND THAT staff monitor the performance of the Sustainability Report Card including inviting feedback from development applicants and the community and report back after one year with further refinements as appropriate;
AND THAT staff be directed to set up a web page for the Report Card to create awareness and provide a resource for more sustainable development of land and buildings in Port Moody.

6.4 Outdoor Burning

The Fire Chief gave a presentation on outdoor burning, and noted that Port Moody is the only municipality in the Lower Mainland that allows outdoor burning. The Fire Chief outlined the health and safety risks associated with outdoor burning and answered questions from Council.
