2. Public Input
Barry Sharbo, Port Moody, asked Council to reconsider the requirement for members of the Citizens Advisory Group to live in Port Moody, and to make allowance on the committee for non-resident property owners.

3.1 Delegation-Thingery
Presentation: Chris Diplock
Delegation Request: Chris Diplock / File: 01-0230-01

Chris Diplock, co-founder of the Vancouver Tool Library, gave a presentation on Thingeries, including information on the potential benefits of installation in Port Moody, the proposed lending system, repair and maintenance of items, and community collaboration.
Mr. Diplock asked Council to consider the following:
•Pilot projects in three locations across Port Moody;
•Two-year minimum time commitment;
•$7,225 per box from the City of Port Moody;
•Start in 2017; and
•Pilot locations on the road.

Mr. Diplock responded to questions from Council regarding details of his request, community engagement, location flexibility, current permanent locations, the reservation system, fees, tracking systems, and implications of project failure.

3.2 Delegation - SHARE Family and Community Services Society

Sylvia Ceacero, Chief Executive Officer of SHARE Family and Community Services Society, provided an overview of the organization, including its vision, mission, values, and strategic directions.

3.3 Delegation - West Coast Environmental Law
Presentation: Anjali Appadurai
Delegation Request: Anjali Appadurai / File: 01-0230-01

 
Anjali Appadurai gave a presentation on the need for communities in British Columbia to demand climate accountability from the global fossil fuel industry, which is responsible for wildfires, rising sea levels, and products thought to cause climate change.
Ms. Appadurai asked Council to consider sending climate accountability letters to fossil fuel companies, and to consider working with other local governments on a class action lawsuit against companies that are believed to be causing climate change. Ms. Appadurai responded to questions from Council regarding action being taken at higher levels of government, and other communities that have sent letters.

6.1 Proposed Amendments to Pesticide Use Control Bylaw, 2003, No. 2575
Report: Environment and Parks Department - Sustainability Division, dated May 8, 2017 / File: 13-6870-01/2015-01

 
Staff gave a presentation on proposed amendments to the Pesticide Use Control Bylaw, including information regarding the City's invasive plant program, the knotweed action plan and removal work, previous direction, proposed amendments, Environmental Protection Committee resolutions, and next steps.
Staff responded to questions from Council regarding public education and treatment methods.

THAT City of Port Moody Pesticide Use Control Bylaw, 2003, No. 2575, Amendment Bylaw No. 2, 2017, No. 3086 be referred to the Special Council meeting of Tuesday, May 16, 2017 for consideration of first three readings.

The Sustainability and Energy Specialist left the meeting at this point and did not return.

6.2 Building Energy Performance Design Guidelines - New Developments
Report: Environment and Parks Department - Sustainability Division, dated May 8, 2017 / File: 13-6870-01/2015-03

Staff provided an introduction of the guidelines and noted that, as previously directed by Council, the Environmental Protection Committee considered and endorsed the proposed guidelines.

8.1 Pesticide Use Control Bylaw, 2003, No. 2575

A Bylaw to amend City of Port Moody Pesticide Use Control Bylaw, 2003, No. 2575 to align with current legislative authority, and exempt the use of pesticides on City Lands and on Private Lands to control, manage, and eradicate Noxious weeds.
