4.1 New Business NeighbourhoodBased RS1 (One-Family Residential) Zoning Changes

Staff gave a presentation on proposed changes to the neighbourhood-based RS1, which include changes to allow for small lot subdivisions and laneway housing, discourage ¡¥monster homes,¡¦ and help retain heritage buildings in Moody Centre.

THAT zoning provisions to implement small lot subdivisions be endorsed in Moody Centre, Seaview, and Pleasantside with a maximum FAR of 0.7, maximum lot coverage of 45%, and a maximum roof height of 10.5m for peaked roofs and 9.0m for flat roofs.

THAT staff report back on incentivizing the retention of heritage homes through increasing the FAR and disincentivizing the demolition of heritage homes through decreasing the FAR.

Action: Staff to also include the definition of heritage character homes when a report is brought back to Council.

THAT the meeting be extended for up to an additional 30 minutes.

4.2 Parking Standards Review
Presentation: Anur Mehdic, Planning Technician
 

Staff provided an overview of parking standards, noting:
.The regional trends for parking;
.The relevant policies, including Metro Vancouver Regional Growth Strategy Policies, Port Moody Official Community Plan, and Port Moody Zoning Bylaw;
.Off-street parking requirements, as stipulated in Port Moody¡¦s bylaw;
.Parking requirements in various municipalities; and
.The next steps forward.

Staff answered questions on parking in Comprehensive Development Zones, ways to encourage more car share in Port Moody, and the number of parking spots for non-market housing.

It was noted that the purpose of the presentation was to provide the Committee with information on parking standards and that the standards will be incorporated into the Zoning Bylaw update.

Mayor Clay adjourned the meeting at 9:25pm.
