1. Call to Order Mayor Clay called the meeting to order at 7:00pm.
1.1 Resolution to Go into Committee of the Whole
RC(CW)17/001 Moved, seconded, and CARRIED THAT Council go into Committee of the Whole.
Councillor Glumac assumed the role of Presiding Member at this point.
2. Public Input Barry Sharbo, Port Moody, expressed concerns about recent power outages caused by a City-owned tree on electrical lines in his neighbourhood. Mr. Sharbo expressed dissatisfaction with the City's lack of response and urged Council to ensure that action is taken immediately when such issues are identified.
Laura Genovese and Alison White gave a presentation on the upcoming Port Moody Art Association's 50th Anniversary celebration scheduled for November 2017. Ms. Genovese asked Council to consider providing financial support of $4,250 to the Association for enhancements to the Art Show held annually at the Recreation Complex; the funds would cover the Wellness Room rental on November 3, 2017, musical performances for 2.5 days, wine for the show opening celebration, a celebratory cake, and enhanced catalogues and invitations. The delegation confirmed that they will make an application through the Festival and Event Grant Application process.
CW17/001 Moved, seconded, and CARRIED THAT the delegation be received for information and the delegates thanked for their presentation.
4.1 Adoption of Minutes File: 01-0550-03-02
CW17/002 Moved, seconded, and CARRIED THAT the minutes of the Special Council (Committee of the Whole) meeting of Tuesday, December 6, 2016 be adopted.
5.1 Review of 2016 Transportation Committee Resolutions Memo: Corporate Services Department - Legislative Services Division, dated December 21, 2016 Report: Mayor Mike Clay, dated November 25, 2016 File: 01-0360-20-06-01
Council considered the following motions that were moved and seconded at the December 6, 2016 Special Council (Committee of the Whole) Meeting:
CW16/156 THAT the report dated November 25, 2016 from Mayor Mike Clay regarding Review of 2016 Transportation Committee Resolutions be received for information; AND THAT the Transportation Committee be disbanded and its members thanked for their service and invited to participate on the Citizen's Advisory Group; AND THAT staff be directed to establish a system whereby citizen concerns about transportation are submitted through the following options, tracked, and/or elevated: 1.Concerns to be submitted to staff for action; 2.Concerns to be submitted to Council through the Executive Assistant to Mayor and Council either verbally or in writing; and 3.Concerns to be presented by delegations at a Committee of the Whole Meeting; AND THAT staff be directed to advertise this process through social media and the City website, and integrate it with any 311 app that may be introduced in the future.
The question on motion CW16/156 was put to a vote; the following motion was CARRIED:

CW17/003 Moved, seconded, and CARRIED THAT a self-registered email list be established to notify local businesses of opportunities to bid on City purchases.
CW17/004 Moved, seconded, and CARRIED THAT the report dated December 14, 2016 from Financial Services Department - Corporate Purchasing and Risk Management Division regarding Local Preference Purchasing Policy be received for information.
Staff gave an update on the City's 2016 Invasive Plant Management Program activities, and responded to questions from Council regarding updating the City's inventory of invasive plants, education of new staff on invasive plants, and trends in invasive plant removal.
CW17/005 Moved, seconded, and CARRIED THAT the report dated December 16, 2016, from Development Services Department - Sustainability Division regarding Invasive Plant Management Program - 2016 Action Updates be received for information; AND THAT on behalf of Council, letters of appreciation be sent by the Mayor to the organizations that participated in volunteer based invasive plant removal events on City property in 2016.
