Mayor Clay introduced the evening's Art at Council, a fabric art piece by the late Ann Kitching, a Freedom of the City recipient, long-time resident of Port Moody, and avid arts advocate. Mayor Clay noted that the piece, titled Circles of my Mind, is best described in Ms. Kitching's own words: "It all started because I wanted to stitch a monochromatic piece, then I thought about shapes, rings came to mind, curtain rings and washers. Next was the background. I bought lime green but it was dull. Tyvek came to mind and after a few practices, I decided that the whole background would be Tyvek with cellophane filling the holes. From these divergent ideas came Circles of my Mind. By this time, I was certainly not only outside the box, but almost outside of my comfort zone." "Small ideas constantly jump into my head, and often that is all that happens, but sometimes they link up with other ideas and then hopefully these join together to form a cohesive and sometimes beautiful, fully developed idea." "This picture shows the simple ideas, sometimes on their own going nowhere and sometimes linking up with other ideas and eventually creating one big idea, but there is always room for more ideas. Note the space left in the big circle for another idea or improvement. I show ideas trying to join the main idea. The result is a picture of the processes of my mind creating a physical image of my ideas."
Mayor Clay expressed condolences to Ms. Kitching's family, and noted that Ms. Kitching and her passion for the arts will be missed.
2. Public Input Jim Millar, Port Moody, expressed concerns about clearing of snow and ice from sidewalks in the City. Brian Sproule, Port Moody, expressed concerns about the lack of a community effort in clearing ice and snow from the City's roads and sidewalks. Morag Keegan-Henry, Tri-Cities Organizer for the Force of Nature Society, expressed support for Council considering installing solar panels on City facilities. Aaron Robinson, Port Moody, expressed support for the potential establishment of an Economic Development Office in Port Moody, noting that it would be beneficial for the City. Dan Eaton, Port Moody, expressed support for narrow lot subdivision in Moody Centre, noting that it could potentially solve the issue of monster homes in the area, and urged Council to approve the proposal. Jeff McLellan, Port Moody, thanked the community for its support of the holiday light display he recently put on at the Port Moody Station Museum, expressed support for the installation of festive lighting along Clarke Street, and thanked City staff for their diligence and hard work during recent snow events. Mr. McLellan expressed concerns about the narrow lot subdivision proposal being dealt with separately from the overall Zoning Bylaw review. Michael van Hemmen, Port Moody, expressed support for the narrow lot subdivision proposal, noting that it will prevent monster homes from being built in Moody Centre, increase housing affordability in the City, and build up density around the new SkyTrain stations. Alex Augustyniak, Port Moody, expressed support for the narrow lot subdivision proposal, noting that it will help to provide more affordable housing and make it more difficult for monster homes to be built in the area.

Gaetan Royer, Port Moody, expressed appreciation to Council and staff for organizing Ann Kitching's celebration of life. Mr. Royer expressed support for the small lot subdivision proposal in item 9.1, noting that it would help to maintain the character of Moody Centre, and expressed support for the report on growing the high-tech and innovation sectors in Port Moody included in item 5.10. David Ritcey, Port Moody, expressed concerns about the process regarding the small lot subdivision proposal, noting that there has been no public consultation to date. Mr. Ritcey noted the importance of public input on such issues. Damir Dugandzic, Port Moody, expressed support for the narrow lot subdivision proposal in item 9.1 and urged Council to approve Bylaw No. 3070. Ana Stipica, Port Moody, expressed support for the narrow lot subdivision proposal in item 9.1 and urged Council to approve Bylaw No. 3070. Fred Soofi, Anmore, expressed concerns about potential demolition of heritage homes with narrow lot subdivision applications, noting that tax incentives could be used to encourage property owners to move existing houses to one side of the subdivided lot and build new on the other side. Karen Lim, Port Moody, noted that small lot subdivision should only be supported if the character of the neighbourhood is maintained. Ms. Lim expressed concerns about the proposed bylaw, noting that it encourages encroachment and infringement on a neighbouring property in terms of space and daylight. Ms. Lim noted that the maximum building height should be reduced.

Im voting against this because we are asking to staff up a position/office despite no plan or agreement on how we would move economic development forward. There seems to be this feeling that if you tell people you want to attract high tech business they will just show up. We are in a competitive region where we have neighbours that have more incentives than we do to attract business and without a plan this is just a waste of money. Council could not agree on an economic development plan after having a workshop / meeting last year, there is no point hiring a staff person with no direction.

11.1 Council Verbal Reports Mayor Clay expressed gratitude to City staff who have been working tirelessly to ensure that Port Moody streets are cleared and safe for residents and visitors.
11.2 Staff Verbal Reports The Manager of Engineering provided an update on the City's response plans for snow events, noting that a priority clearing schedule is in place, and that improvement recommendations will be brought for Council consideration in the near future. It was also noted that equipment needs and staff training are being reviewed to ensure that the City is able to provide the best possible response during snow events.

13. Public Input David Ritcey, Port Moody, expressed support for changes made to the maximum allowable height of houses in the proposed RS1-N Zoning Bylaw amendment discussed in item 9.1. Mr. Ritcey also noted that more work needs to be done to ensure that heritage properties are protected in the City, and requested clarification on the definition of height in the Zoning Bylaw. Jeff McLellan, Port Moody, expressed concerns about vehicles abandoned in various locations around the City due to the recent snow events. Dan Eaton, Port Moody, expressed concerns about changes made to the maximum allowable height of houses in the proposed RS1-N Zoning Bylaw amendment discussed in item 9.1. Wilhelmina Martin, Port Moody, expressed gratitude to City staff for their hard work clearing snow, and suggested that the City erect temporary "No Parking" signs to notify residents that their vehicles need to be moved to allow snow plows to clear streets. Karen Renfors, Port Moody, expressed concerns about parking problems that resulted from snow on the roads in Moody Centre during recent snowfall events.
