3.1 Delegation - Vancouver Fraser Port Authority Update
Presentation: Peter Xotta, VP of Planning and Operations
Delegation Request: Vancouver Fraser Port Authority

Peter Xotta, Vice-President of Planning and Operations, Port Metro Vancouver, gave a presentation on Vancouver Fraser Port Authority's activities and projects. Mr. Xotta provided information on the Port Authority's mandate and role; jurisdiction; economic
significance; environmental and community relations programs; and projects underway in Port Moody.
Mr. Xotta provided an update on the Designated Anchorage Area and the potash facility project at Pacific Coast Terminals.
In response to a question from Council, Mr. Xotta clarified that trade through the Port contributes to $20 million in wages in Port Moody, not $200 million as noted on the presentation slide.

Graham Walker, on behalf of the Port Moody Heritage Commission,provided an overview of Heritage Week plans, including this year's theme of My Canada! and the Commission's planned activities for the third annual Heritage Day celebration on February 19, 2017 from noon to 4pm.
Mr. Graham requested that February 13-19, 2017 be proclaimed Heritage Week in the City of Port Moody.

3.3 Delegation - Real Acts of Caring Week

Students from Banting Middle School gave a presentation on Real Acts of Caring (RAC), provided examples of RACs, and noted the significance and impacts of RACs.
The students requested that February 12-18, 2017 be recognized as Real Acts of Caring Week in the City of Port Moody.

2. Public Input
Dorothy Hiebert, Port Moody, expressed support for the Fiavelle Development Project and encouraged Council to move the project forward.
Melody McGowan, Port Moody, noted that she and her husband support increasing density in Coronation Park. Ms. McGowan noted that high-density developments are becoming necessary and that higher density in Coronation Park would provide housing options within a vibrant community.
Richard Craig, Port Moody, expressed support for high density in Coronation Park, noting it would bring Coronation Park in line with neighbouring communities.
Elaine McDonald, Port Moody, expressed support for the concept of low-rise residential development for Coronation Park and urged Council to move forward as quickly as possible.
Sherri Fransila, Port Moody, noted that she and her brother support a mixed medium-to-high density proposal for Coronation Park.
Ms. Fransila noted the importance and necessity of change, and urged Council to move Port Moody forward and make changes to the Official Community Plan (OCP) for increasing density in Coronation Park.
Aaron Robinson, Port Moody, on behalf of the Tri-Cities Chamber of Commerce, expressed support for the Fiavelle Development, noting the Chamber's excitement at the vibrancy the development would bring to the community.
Rob Shoucair, Port Moody, expressed support for the recommended land use concept for Coronation Park, and encouraged Council to heed the survey results and public input that greatly favour this concept.
Bruce Gibson, Coquitlam, representing the Ghog family of the Aspen Planers group of companies, thanked City staff for their work on the Flavelle Development project and Port Moody residents for their valuable input.
Linda Jackson, Port Moody, expressed support for development with density in Coronation Park, noting that density is required to support SkyTrain use.
Bob Darnell, Port Moody, expressed support for the recommended land use concept for Coronation Park, noting the benefits of Coronation Park's proximity to the SkyTrain and retail shops.
Darren Guy, Port Moody, expressed support for higher density in Coronation Park, noting that Coronation Park's proximity to SkyTrain would help to promote greener lifestyles.
Steve Guy, Port Moody, expressed support for medium-to-high density in Coronation Park, noting that it would suit the area and is in close proximity to the SkyTrain.
David Capruff, Port Moody, expressed support for increasing density in Coronation Park, noting that amenities are already in place to support more residents and that higher density would provide more affordable housing.
John Terwiel, Abbotsford, expressed support for change and redevelopment in Coronation Park that would include affordable housing.

Linda Jackson, Port Moody, expressed support for density and development of the Flavelle Sawmill, noting that as the area is in the centre of the City, it is an ideal location for residential and lightindustrial development.
Mark Ransom, Port Moody, expressed support for development in Coronation Park, noting that change is occurring in Port Moody and that SkyTrain's presence is a notable example of change.
Kirsten Ueland, Port Moody, noted that she and her husband support the incorporation of higher density development of Coronation Park into the OCP, as increased density would be in keeping with the surrounding areas of Suter Brook and Newport Village, create a variety of affordable housing options, and provide more community amenities. Ms. Ueland noted that the addition of the SkyTrain station is an additional draw and an asset for a high-density configuration.
Almerina Michelon, Port Moody, expressed support for high density in Coronation Park, noting that there is going to be development on the Coquitlam school site; Coronation Park would be well connected to Suter Brook and Newport Village, particularly if community amenity contributions such as road access, park space, and an overpass, come to fruition; and higher density is more conducive to the development of affordable housing. Ms. Michelon noted that density comes with SkyTrain implementation.
Jill Mcintosh, Port Moody, expressed opposition to the recommendation for Coronation Park. Ms. Mcintosh noted that the recommendation does not respect the wishes of residents who do not want to leave and that a high-rise building would affect quality of life and force residents to move.
Sharon Barons, Port Moody, expressed support for high density in Coronation Park, noting that with the development planned for the school property, it is a good opportunity for a well thought out, highdensity development that would provide affordable housing options and amenities.
Rose McFarlane, Port Moody, expressed support for amending the OCP to increase density in Coronation Park. Ms. McFarlane presented letters of support from 13 property owners who were unable to attend the evening's meeting. Ms. McFarlane noted that the majority of Coronation Park residents and local business owners support high density in Coronation Park due to its proximity to existing high-density development and amenities (such as professional services, the Recreation Complex, and the Library), and to the SkyTrain. Ms. McFarlane noted Coronation Park's potential for Community Amenity Contribution and density bonusing programs, and commented that there are no environmental concerns with the area and that it would provide affordable housing and more amenities. Ms. McFarlane urged Council to approve a change in OCP designation to higher density in Coronation Park.
Irma Orellana, Coquitlam, spoke on behalf of 336 Tri-Cities residents who signed a petition to reinstate the 97 B-Line bus. Ms. Orellana noted that since the discontinuation of the 97 B-Line, buses are not running as frequently and waiting times and commutes have become longer. Ms. Orellana presented a copy of the petition and requested that Council support the reinstatement of the 97 B-Line route.
Evelyn Cote, Port Moody, expressed concerns about the discontinuation of the 97 B-Line and noted that she would like it to be reinstated.
Tyler Brown, Port Moody, expressed opposition to the recommendation for Coronation Park. Mr. Brown noted that he would support sensitive infill that would include duplexes, triplexes, and townhomes. Mr. Brown questioned the need for density in the area, and requested that consideration be given to the residents that oppose higher density.

Steven Powell, Port Moody, noted that he and his husband strongly support the proposed changes to Coronation Park. Mr. Powell noted that with the SkyTrain nearby and development coming, the recommendation would address the need for more park space; more affordable housing; more access to the neighbourhood; and a pedestrian overpass.
Dan Attridge, Port Moody, expressed support for the Coronation Park recommendation, and thanked staff for their hard work. Mr. Attridge encouraged Council to support the recommendation noting that it has long been anticipated.
Dean Ponto, Port Moody, expressed support for increasing density in Coronation Park, particularly with Coronation Park's proximity to the SkyTrain, and noted that the change aligns with current sustainability goals.
Dave MacRitchie, Port Moody, expressed concerns about the Coronation Park recommendation, noting that while he supports some sort of advancement such as sensitive infill, he does not want to move or be pressured to move.
Chris Rowe, Port Moody, expressed concerns about Council's recent decision to set building heights to 25 feet for narrow lots. Mr. Rowe noted he is unable to build a character home with the new height restriction and requested that the maximum height be reconsidered and increased in his case.
Roxane Tash Reis, Port Moody, noted that she and her family are in support of high density development in Coronation Park as development is already coming. Ms. Tash Reis noted that she would like to see high density development condensed to the SkyTrain area, and done sustainability and beautifully.
Sharon Wong, Port Moody, noted that she and her family oppose high density in Coronation Park and would like there to be more sensitive infill with triplexes, fourplexes, etc. to maintain the look and feel of single-family homes. Ms. Wong noted that she moved to Port Moody to live in a single-family home and does not wish to move.
Chris Lane, Port Moody, noted that he and his wife support the plan for Coronation Park. Ms. Lane noted that the recommendation is logical, addresses the future, and aligns with the vision of the majority of Coronation Park residents.
Daphne Herberts, Port Moody, expressed support for the proposed redevelopment of the Flavelle site, noting that the project is exciting and vibrant, and urged Council to support it as well .

AND THAT the 2017 Tourism Committee be asked to review this report and bring forward its annual Work Plan in March 2017.

6.2 Capital Projects Update
Presentation: James Chandler, Manager of Engineering
 

The Manager of Engineering introduced Dom leraci, Construction Supervisor, Amelia Trachsel, Project Engineer, and George MacDuff, Senior Project Engineer, who gave a presentation on 2016 Capital Projects. Mr. leraci provided an overview of the works completed on Clarke Road, including project justifications and design considerations, and presented next steps; Ms. Trachsel provided an overview of the works completed at Glenayre Drive and College Park Way; and Mr. MacDuff provided an update on current and future capital projects.
The Manager of Engineering responded to questions from Council regarding paving works on College Park Way, road safety tools, and roadway angles.

6.3 Coronation Park Neighbourhood Plan - Recommended Land Use Concept

Staff gave a presentation on the Coronation Park Recommended Land Use Concept and responded to questions from Council regarding maximum number of towers, survey respondents' addresses, density, population growth, and Floor Area Ratio (FAR) standards.
