Moved, seconded, and CARRIED THAT the minutes of the Finance Committee meeting held on Tuesday, November 21, 2017 be adopted. 4.1 Sustainability and Energy Specialist Funding Report: Human Resources Division, dated November 27, 2017 File: 05-1700-01 Staff provided an overview of the Sustainability and Energy Specialist position, including the responsibilities and funding plans.
Action: Staff to provide additional details on the Sustainability and Energy Specialist position, including a breakdown of funding sources.
4.1 2018 Draft Financial Plan
Report: Finance and Technology Department – Financial Services Division, dated November 24, 2017 File: 05-1700-01 Staff gave a presentation on the 2018-2022 Financial Plan and answered questions on the target tax increase and the proposed new services.

Moved, seconded, and CARRIED THAT staff provide additional details on Council-directed new services, staff proposed new services, and Police Board proposed new services. Action: Staff to report back at a future Finance Committee meeting on ways to lower the proposed tax increase.
