1.0 Call to order , Agenda Addition
RC16/154 Moved, seconded, and CARRIED THAT the Memorandum regarding Request for Staff Support for the Community Engagement Subcommittee from Councillor Zoe Royer dated April 25, 2016 be added to the agenda for consideration as item 9.13.
1.1 Introduction of Art at Council Verbal Report: Mayor Clay File: 18-7705-01
Mayor Clay introduced the evening's Art at Council, an untitled mixed-media painting from Kwi Am Choi, noting that the piece is part of the Port Moody Arts Centre exhibition titled Finding Harmony, which runs April 29-June 2, 2016 with exhibitions by two 2015 Kwi Am Choi Scholarship recipients. Mayor Clay noted that the exhibition is a retrospective tribute to a lifetime of observation through Mr. Choi's eyes, celebrating his life as an artist, father, husband, active member of the Port Moody arts community and the Korean Artists Society of Canada, and mentor to young emerging artists. Mayor Clay noted that much of Mr. Choi's work can be attributed to his personal love and appreciation of the outdoors and is a reflection of his interactions with nature.
2. Public Input John Grasty, Port Moody, asked Council to support the Community Care Committee request for six hours of staff time for the Community Engagement Subcommittee. Robert Simons, Port Moody, provided an overview of the Say Hello Pomo initiative being promoted by the Port Moody Foundation with the aim of increasing community engagement. Mr. Simons requested Council's support for the initiative. Mike Sorrenti, Port Moody, requested Council to explain why his property on St. Johns Street has been left out of the Official Community Plan while other nearby properties were included.

Fire Chief Remo Faedo gave a presentation on the Port Moody Fire Rescue Home Safety Program, noting the following: - Home safety inspections are conducted free of charge for residents
- funding for the program comes from money bequeathed to the Port Moody Fire Department by the Charles Judd Estate; - During a home safety check, Fire-Rescue members make cooking safety recommendations; check for safe use of electrical devices; discuss candle, matches, and lighter safety; review fire and general safety topics; review a fire escape plan; and check smoke alarms; - The program was initially available to Port Moody residents who are 65 or older, disabled, or are at high risk; starting May 1, 2016, all Port Moody residents, tenants, and property owners will be able to participate; - Since February 2016, Port Moody Fire Rescue has scheduled 25 inspections, installed 21 smoke alarms, and replaced five batteries; - Members leave fire safety and emergency preparedness information packages with residents upon completion of inspections.

2016 Community Grants Budget - $19,000 RC16/157 Moved, seconded, and CARRIED THAT the following recommendation from the Committee of the Whole Meeting of April 19, 2016 be ratified:
CW16/078 THAT the $19,000 allocated for community grants for 2016 be informally awarded through the Finance Committee as has been done in the past; AND THAT any funds not used in 2016 be carried over to grant funding in 2017. (Voting against: Councillors Dilworth and Lahti, and Mayor Clay)
2016 Action Plan to Address Knotweed on City Lands RC16/158 Moved, seconded, and CARRIED THAT the following recommendation from the Committee of the Whole Meeting of April 19, 2016 be ratified:
CW16/077 THAT the use of herbicide application, as a means to initiate the removal of knotweed at select sites on City property as part of the 2016 Knotweed Action Plan for City lands, be endorsed subject to approval of the 2016 capital project budget, as recommended in the report dated April 8, 2016 from Development Sen/ices Department- Sustainability Division regarding 2016 Action Plan to Address Knotweed on City Lands.
