5.1 Grants to Organizations

THAT the Grants to Organizations Policy #5-1850-01 be approved as amended.
 
5.2 Land Use Committee - terms of reference review
Moved, seconded and CARRIED
THAT Council receive the Planning and Development Services report dated September 20, 2006 for information;
AND THAT the report be referred back to the Land Use Committee for reference purposes to clarify roles and responsibilities of the committee.
 
5.3 Youth Focus Committee - terms of reference amendment
to change age range from 12-24 to 12-19

THAT the Youth Focus Committee Terms of Reference membership age be revised to 12-19 years of age.
 
While I voted for this, I had some question as to why we would want to limit our opportunities for appointing, say, a 20 year old who was eager to participate and possibly had been a previous member of the committee.  The reasons around the restrictions were, in my opinion, not that compelling to create this restriction. I believe the only compelling reason to add the upper age restriction would be that the older 'youth' may be intimidating for the younger members of the committee, and may have a different 'agenda' to promote - however, this could easily be addressed through the appointment process and through council and staff participation with the committee.

I voted against this as I dont feel this is the right development for this property - the height is excessive, and the traffic situation, in my opinion, was never addressed - this is a tricky corner and it will require an innovative idea, and will also be impacted by LRT if it should materialize.

5.1 Glenayre/Burnaby Mtn safey concerns - Fires and Partying

THAT Port Moody Council accepts the challenge from the District of Pitt Meadows Council to compete with their community in the 2006 Zero Crash Reduction Challenge, October 1st to 31st with an amendment to the terms of the challenge that the community with the lowest reduction donates $100 to the winning community’s charity of choice.
 
Request for advertising of liquor establishments on arena boards

THAT staff proceed with the sale of arena board advertising to pub and liquor store establishments;
AND THAT the advertising on the arena boards be restricted to the business logo, address and other information and imagery that do not refer specifically to alcohol.

THAT the foregoing motion be amended by removing the period (.) following the word, “alcohol” and adding the words, “with the exception that these advertisements include an educational message related to responsible drinking.”.

I voted against this as I dont agree with, or see a need for, liquor establishments (bars and beer stores) to be advertising in the arena that has a vast majority of attendees under the age of 19.  While I agree that some of the liquor establishments, particularly the Golden Spike Pub, are good community partners, I think they are aware that they are in a regulated industry and that advertising restrictions are a part of their daily business lives.  Advertisements are to attract people to your establishment, to increase your business and sales, there is no other reason to advertise. And including the 'drink responsibly' message, in my opinion, doesnt change this.  We dont need bars advertising to an almost exclusively minor audience, and hopefully, the parents that were mentioned as potential subjects of the advertisements, could get through a 1 hour hockey practice without needing to stare at an ad for a beer store. 
 
Funding for Co-ordinator position

THAT Council supports a $0.01 levy per $100 of assessable payroll on WorkSafe Assessments per year to fund a fulltime coordinator position for the BC Municipal Safety Association subject to referral to the Finance Committee for identification of a funding source.

THAT the Mayor forward correspondence to TransLink’s Manager, Road & Infrastructure Planning, with a copy to the CEO of Translink in response to TransLink’s August 1, 2006 correspondence to convey Port Moody Council’s position that Council does not accept TransLink’s refusal to assist in funding a corridor study of Ioco Road given the safety issues on that road and noting that ICBC has expressed a willingness to become partners with Port Moody to address these issues.
 
 
7.2 Ratification of recommendations from Finance Committee

THAT the following resolution of the Finance Committee meeting of September 19, 2006 be endorsed as follows:
 
THAT Contract No. 2006-15 for the Alderside Sanitary Lift Station  Upgrade be awarded to Status Electrical Covporation for the tender amount of $579,701.28 including GST.
