5.1 Location of Youth Centre
 
A report and recommendation from staff and the youth focus committee to maintain the current youth centre at Westhill while adding a new centre at the new recreation centre complex.  The relocation from the Alley to Westhill was a temporary one to accomodate the sale and construction of the buildings in Moody centre, with the youth centre slated to relocate to the newly renovated recreation centre in early 2007.  Because of the success of the Westhill location, the recommendation is to maintain TWO youth centres instead.

3.1 Greater Vancouver Home Builders Association - presented information on the association
- they requested information from the city on federal infrastructure investments in Port Moody in particular in regards to gas tax revenues
 
3.2 Inlet Community Garden - expansion presentation
- presentation in regards to their propsed expansion and their rules/bylaws.
 
3.3 Share family and community services - presentation on services they are providing
- invited council to provide ideas on what Share could do to reduce the number of residents living in poverty.
 
- the proposal to increase the MAF from $ 5 to $ 10, carried unanimously 1,2 and 3 readings.
 
- a variance permit is required to modify the stream setback on the south east corner of the property to reroute a small stream currently cutting through the corner of their property.  Carried, councillor Watkins voting against.
 
This creek currently is 'culverted' in several areas and this change is a small section of the stream as it enters the existing culvert.  Polygon is 'unculverting' this stream as it moves across their property and creating a water feature, and this variance has the approval of DFO and port moody environ. staff.
 
6.1 Fire Department Advisory Committee appointment
- deferred
 
6.2 Request for use of city logo, Mr David Spence, Festaviva Calendar. 
- Mr Spence requested and received permission to use the city logo for his calendar which will be an opportunity to advertise the city.
 
6.3 Appointment, Deputy City Clerk
- Stephnie Riley appointed as Deputy City Clerk
 
6.4 LRT Task Force
- motion by Councillor Lahti to investigate the cost and feasibility of a trip to Portland for council, staff, and task force members to see  the LRT system there and discuss the challenges with Portland officials.  carried unanimously.
 
7.1 Recommendations from Committee of the Whole
- that GVRD sustainable region video be presented at next council meeting
- that youth services be provided from two locations in the city - Westhill and Social Rec Centre
 
7.2 Recommendations from Finance committee
 
5 year operating budget approval
- deferred for public consultation
 
Following - carried unanimously
$ 30,000 be taken from automation reserve to partially fund library system upgrade.
 
Westhill sportsfield rehabilitation contract awarded for $ 587,000
 
Council allocate $ 3000 from the Planning and Development 2005 heritage project surplus to the Ioco United Church for roof repairs
 
Council waives the heritage alteration permit fee for the Ioco United Church.
