THAT the Development Services, Engineering Division, Murray- Clarke Visioning and Official Community Plan Update report of November 3, 2012 be received for information and staff continue with plan as laid out.

THAT all Murray-Clarke Connector references in the existing OCP be removed from the update.

I voted against this as we have yet to have any consultation with the community as to the future and options for the Murray Clarke Connector - residents tell me they are VERY concerned about restricting the capacity on our already congested roads making their commute even more time consuming.

THAT staff be directed to immediately commence action to initiate the process to remove the Port Moody section of Guildford Way and all of Murray and Clarke Streets from the Major Road Network and be declared Local Road Network.

THAT option #2, “divert through traffic”, discussed in the City Manager’s report dated December 8, 2010, be investigated by staff and reported back as to how that could be implemented.

“AND THAT option #4, ‘re-assess need for the project’, be endorsed with the amendment that Port Moody assist TransLink to develop a business case for the Murray- Clarke Connector.”

THAT Port Moody City Council oppose any TransLink supplemental plan that, beyond the Evergreen Line, does not include the Murray Clarke Connector project and that this resolution be forwarded to all North-East Sector municipalities with a request for support.

December 12,2007 - Update:
 
At the Translink board meeting this morning, the board agreed by unanimous consent, to include the Murray Clarke connector in the financial plan.  The resolution of the outgoing board (this is the last meeting of the Tranlink board which will now be replaced by an appointed board from the Provincial government):

WHEREAS

A. The TransLink Board adopted a resolution on October 10, 2007 to execute a Memorandum of Understanding (MOU) with the City of Port Moody on the Murray-Clarke Connector; and
B. The MOU explicitly said that the objective was to request “Specific Project Approval and funding from the TransLink board before the end of 2007”;
THEREFORE BE IT RESOLVED THAT
A. TransLink’s budget allocation for the Murray-Clarke Connector be increased to up to $50 million, on the basis that the City of Port Moody contributes $4 million of that sum and any cost exceeding $50 million; and
B. TransLink staff proceeds with the design of the four lane Murray- Clarke Connector immediately and start construction in 2008.

December 10,2007 - Update:
 
Last week we received information at the city that indicated Translink staff were bringing forward a report at the next Translink board meeting (Dec 12,2007 , 9AM, Richmond City Hall) that would be suggesting cost savings measures for the Murray Clarke could include removal of pedestrian facilities, bike lanes, and, quite amazingly, reducing the overpass from 4 lanes to 2 (one in each direction).  We currently HAVE a 2 lane overpass at Moody Street, so effectively this would accomplish NOTHING.
 
The information we received went on further to suggest that in fact the Murray Clarke Connector project may not be justified at all, and that there should be an evaluation of the need for this project.
 
THIS PROJECT WAS IDENTIFIED AS NECESSARY IN THE EARLY 1980's, AND HAS BEEN PART OF VARIOUS PROJECTS AND PLANNING SINCE THE EARLY 1990's.  WE HAVE  NO IDEA HOW ANYONE COULD NOW SUGGEST THIS PROJECT MAY NOT BE NEEDED BASED ON THE EXPONENTIAL GROWTH OF THE NE SECTOR !!

Current Status:  Awaiting approval from Translink.
