Leading up to the referendum / voting day, city council amended their financing formula to borrow only a maximum of $ 5 million, financing the remainder of the project instead through land sale reserves and municipal levies.
 
On January 18,2005, the city received a grant from the federal government in the amount of $ 2 million dollars towards increasing the size of the 2nd ice sheet to International Size.  The total cost of this addition is $ 3 million, meaning and additional 1 million is added to the project in costs to the city.  This puts the total project cost at this time to $ 21.5 million dollars, with $ 2 million being funded by the federal grant (net cost to the city $ 19.5 million).
