2. Public Input
Presentation: Gail Mullan and Bev Harris Delegation Request: Gail Mullan File: 01-0230-01
Gail Mullan and Bev Harris, members of the Grandmothers Advocacy Network, provided an overview of the organization's work, and requested that the City light up City Hall or another public area in orange on November 25, 2017 to show support for eliminating violence against women and girls.
CW17/127 Moved, seconded, and CARRIED THAT the theme lighting at City Hall be lit orange on November 25, 2017 to honour the Orange the World Campaign.

Tristen Hyde provided an overview of the second annual Christmas Craft Fair, which aims to raise money for charity, and requested that the fee for the Galleria rental be waived.

Navreen Gill and Yvonne Kwok provided an overview of the results of the childcare needs assessment, including the statistics of childcare needs in the Tri-Cities area, and answered questions on ways to improve access to childcare spaces
CW17/129 Moved, seconded, and CARRIED THAT the delegation be received for information and the delegates thanked for their presentation.
Brad Chase provided statistics on discrimination against people based on race, religions, and sexual orientations, and proposed that, in addition to the rainbow crosswalks that the City approved, a number of crosswalks be installed around the City to recognize the various forms of discrimination. Mr. Chase presented potential crosswalk designs to recognize members of different racial, religious, and social groups.

CW17/131 Moved, seconded, and CARRIED THAT the minutes of the Special Council (Committee of the Whole) meeting held on Tuesday, October 17, 2017 be adopted.
Report: Community Services Department - Cultural Services Division, dated November 7, 2017 File: 18-7715-04
The Manager of Cultural Services gave a presentation on the revised draft Arts and Culture Master Plan, including the history of the project, the results of the resident survey, changes to the first draft, strategic objectives, and implementation plans. The Manager of Cultural Services answered questions on possible collaboration with other civic committees, public art sponsorship, and the Public Arts Master Plan.
CW17/132 Moved, seconded, and CARRIED THAT the Arts and Culture Master Plan be adopted as recommended in the report dated November 7, 2017 from Community Services Department - Cultural Services Division regarding Revised Draft Arts and Culture Master Plan; AND THAT the Arts and Culture Master Plan be referred to the Arts and Culture Committee for implementation.
The Acting General Manager of Development Services provided an overview of the Secondary Suite Task Force recommendations and answered questions on business licence fees.
CW17/133 Moved and seconded THAT the City move toward a permanent no-fee business licence for secondary suites.
CW17/134 Moved, seconded, and DEFEATED THAT the foregoing motion be amended by adding the following: "THAT the no-fee business licence be reviewed every five years." (Voting against: Councillors Junker and Lahti, and Mayor Clay)
The question on the main motion (CW17/133) was put to a vote; the following motion was DEFEATED:
THAT the City move toward a permanent no-fee business licence for secondary suites. (Voting against: Councillors Junker and Lahti, and Mayor Clay)
CW17/135 Moved, seconded, and CARRIED THAT staff prepare an amendment to the Fees Bylaw to implement the no-fee business licence for the first year for property owners who register their new secondary suites as recommended in the report dated November 10, 2017 from Planning and Development Department - Building, Bylaw, and Licensing Division regarding Secondary Suite Task Force Recommendations.

CW17/136 Moved, seconded, and CARRIED THAT the report dated November 9, 2017 from Community Services Department-Cultural Services Division regarding Second Delegation Response to Welcome Post Project be received for information.
CW17/137 Moved, seconded, and DEFEATED THAT the installation of the Welcome Post Project be approved at both Rocky Point Park and Noons Creek Hatchery. (Voting against: Councillors Junker, Lahti, Madsen, and Royer, and Mayor Clay)
The General Manager of Engineering and Operations provided an overview of the proposed winter road maintenance priorities and answered questions on staff resources and work priorities.
CW17/138 Moved, seconded, and CARRIED THAT the winter road maintenance priority road and pedestrian routes be endorsed as outlined in the report dated November 14, 2017 from Engineering and Operations Department regarding Draft Winter Road Maintenance Priority Updates.
Rise and Report Mayor Clay resumed the role of Presiding Member at this point.
7.1 Adoption of Committee of the Whole Report
RC(CW)17/035 Moved, seconded, and CARRIED THAT the recommendations approved at the Committee of the Whole meeting of November 21, 2017 be ratified.
